Designates September 2012 and each September thereafter as Sickle Cell Anemia Awareness Month in California

Urges the President and Congress of the United States to restore and continue funding for sickle cell anemia centers and research programs, including the Sickle Cell Anemia Demonstration Program and Registry and Surveillance System for Hemoglobinopathy Program Initiative

Calls for making sickle cell anemia and other genetic hemoglobin disorders a public health priority at the federal level

Notes that sickle cell anemia affects an estimated 70,000 Americans, occurring in 1 out of every 500 African American births and 1 out of every 36,000 Latino births

Directs the Chief Clerk of the Assembly to transmit copies to the President, Vice President, Congress members, and California's federal representatives
