References recent mass shootings, including the Aurora, Colorado shooting where a banned weapon would have been prohibited under the Federal Assault Weapons Ban if it had remained in effect

Notes that seven states including California, the District of Columbia, and five major cities have enacted local assault weapon bans, but a federal ban is needed to prevent criminals from crossing state borders to obtain these weapons

Directs the Chief Clerk of the Assembly to transmit copies to the President, Vice President, Congressional leadership, and all California representatives and senators
