Permits a distilled spirits manufacturer's agent to provide free entertainment, food, and beverages at invitation-only events in connection with wine or distilled spirits sales, in addition to existing permissions for manufacturers, winegrowers, rectifiers, and distillers.

Establishes conditions for authorized events including: invitation-only attendance limited to persons over 21 (maximum 400 attendees), four-hour duration limit, and prohibition on events at the same location more than eight times per calendar year.

Restricts event frequency to maximum 12 events annually with over 100 attendees and 24 events annually with 100 or fewer attendees per person holding a license.

Requires all alcoholic beverages be purchased from a licensed caterer and events be held on premises with caterer's permit authorization (except licensed winegrowers may only serve brandy as distilled spirits).

Sunsets the provision on January 1, 2014, unless extended by later legislation enacted before that date.
