Requires the Public Utilities Commission to make all accident investigation orders, recommendations, and accident reports available for public review under the California Public Records Act, with an exception that such materials cannot be admitted as evidence in damage lawsuits.

Mandates the Commission to create a list of safety-related reports submitted by gas and electrical corporations that will be automatically disclosed to the public upon completion.

Requires the Commission to determine whether California Public Records Act exemptions or other disclosure restrictions apply to records before releasing them to the public.

Directs the Commission to post on its website: a comprehensive index of accessible records, a database of confidentiality requests and decisions, safety-related reports subject to disclosure, and a description of its safety jurisdiction and enforcement activities.

Authorizes the Commission to redact publicly released documents as necessary to comply with the California Public Records Act.
