Requires the Secretary of State to charge each political committee that files a statement of organization an annual fee of $50 per year until the committee is terminated, with initial payment due within 15 days of filing and subsequent annual payments due by January 15.

Changes the lobbying firm and lobbyist employer registration fee from up to $25 per year per lobbyist to a mandatory $50 per year for each lobbyist required to be listed on the registration statement.

Establishes the Political Disclosure, Accountability, Transparency, and Access Fund to receive all committee fees and one-half of lobbying firm fees, with the remaining one-half of lobbying fees deposited in the General Fund.

Requires fund moneys to be used for maintenance, repair, and improvement of the Secretary of State's online disclosure program, subject to California Technology Agency project approval and oversight.

Imposes a penalty equal to three times the fee amount for committees that fail to timely pay required fees, enforced by the Fair Political Practices Commission.
