• Establishes Personal Leave Program 2012 requiring state employees to accept up to 5% pay reduction in exchange for monthly leave credits, or be subject to monthly furloughs, through June 30, 2013.

• Creates National Mortgage Special Deposit Fund to receive and allocate settlement payments from National Mortgage Settlement for General Fund expenditures in fiscal years 2011-12 through 2013-14.
