SB 1007 Summary

• Transfers breast/cervical cancer screening, prostate cancer screening, and family planning programs from the State Department of Public Health to the State Department of Health Care Services, effective July 1, 2012.

• Establishes the Office of Health Equity within the State Department of Public Health to reduce health disparities in vulnerable communities through policy analysis, strategic planning, and cross-sectoral coordination.

• Modifies California Children's Services Program to require that all occupational and physical therapy services determined educationally necessary by a child's IEP be provided through the school system under federal IDEA, not through the CCS program.

• Expands Medi-Cal managed care into 27 rural counties with mandatory enrollment and establishes performance measures and external quality review requirements for dental health plans in Sacramento and Los Angeles counties.

• Creates the Long-Term Care Quality Assurance Fund and transfers quality assurance fees from intermediate and skilled nursing facilities into this dedicated fund beginning August 1, 2013.
