Extends suspension of performance-based 5% additional child support payments through fiscal year 2014-15 (previously suspended through 2011-12).

Extends suspension of $50 per case payments to local child support agencies for obtaining third-party health coverage through fiscal year 2014-15.

Extends authorization for the Department of Justice and State Department of Social Services to charge fingerprinting fees for certain community care and day care facility applicants through fiscal year 2012-13.

Extends the 3.6% reduction in In-Home Supportive Services (IHSS) authorized hours through July 1, 2013 (previously set to expire July 1, 2012).

Eliminates the Rehabilitation Appeals Board and replaces it with impartial hearing officers who must conduct fair hearings within 60 days (previously 45 days) of written requests for vocational rehabilitation appeals.
