CA SB1017

Extends the deadline for vote by mail ballots to be counted from election day to 3 days after election day if the ballot is postmarked on or before election day or the voter signs a declaration under penalty of perjury that it was mailed by 8 p.m. on election day.

Changes the deadline for elections officials to submit certified election result statements to the governing body from 28 days to 31 days after the election, with an exception for certain special district elections held in odd-numbered years.

Allows counties to continue using existing official election materials that do not reflect the new vote by mail provisions until current supplies are exhausted.

Establishes that if the Commission on State Mandates determines the bill imposes state-mandated costs on local agencies or school districts, reimbursement shall be made according to applicable statutory procedures.

Takes effect immediately as an urgency statute and requires a two-thirds vote for passage.
