SB 1027 Summary

• Revises allocation of federal transportation funds to California following enactment of the Moving Ahead for Progress in the 21st Century (MAP-21) Act, including modifications to Surface Transportation Program, Congestion Mitigation and Air Quality Program, and Highway Safety Improvement Program distributions.

• Establishes new weighted formula for allocating Congestion Mitigation and Air Quality funds based on population and air quality nonattainment status, with multiplier factors ranging from 1.0 to 1.4 depending on the severity of ozone or carbon monoxide classification.

• Creates Safe Routes to School Program set-aside from federal highway safety funds and requires replacement funding from other federal sources for activities ineligible under the new Highway Safety Improvement Program.

• Implements Transportation Alternatives Program by defining eligible projects, specifying eligible entities (local governments, transit agencies, school districts, tribal governments, and others), and establishing allocation formula with 50 percent distributed to metropolitan planning organizations by population and 50 percent available statewide.

• Permits Governor to opt out of federal Recreational Trails Program by notifying the U.S. Secretary of Transportation at least 30 days before annual apportionments.
