Requires at least one party on each side of a civil case to pay a nonrefundable $150 jury fee on or before the initial case management conference, with specified exceptions for unlawful detainer actions and cases with delayed appearances.

Removes sex offender registration requirements from provisions allowing juvenile courts to retain jurisdiction over wards until age 25, reducing the maximum age to 23 for certain serious offenses committed on or after July 1, 2012, and applies these changes retroactively.

Prohibits the Department of Corrections and Rehabilitation from extending a ward's discharge consideration date for disciplinary infractions occurring after September 1, 2012, and removes the requirement to promulgate regulations for a table of sanctions for discharge date extensions.

Appropriates $1,000 from the General Fund to the Department of Corrections and Rehabilitation for administration.

Takes effect immediately as a budget-related bill.
