Transitions eligible Healthy Families Program enrollees to Medi-Cal no sooner than January 1, 2013, in four phases based on plan type and county managed care availability.

Requires State Department of Health Care Services to provide full-scope Medi-Cal benefits to optional targeted low-income children ages 6-18 with family incomes up to 200 percent of federal poverty level, pending federal approval.

Establishes new reimbursement rate methodology for clinical laboratory services based on lowest amounts paid by other payers, with a 10 percent payment reduction effective July 1, 2012, pending federal approval of new methodology.

Modifies California Children's Services Program provisions to exempt assessments and therapy services from financial eligibility requirements when provided to children with individualized education programs or referred by local education agencies.

Appropriates $400,000 from the Managed Care Fund to the Department of Managed Health Care for call center support and coordination functions related to the Healthy Families Program transition.
