SB 1038 Summary

• Establishes the California State Mediation and Conciliation Service within the Public Employment Relations Board (PERB), transferring all mediation and labor dispute functions from the Department of Industrial Relations.

• Renames the Commission on the Status of Women to the Commission on the Status of Women and Girls, expands its research areas to include gender equity in media, and requires geographic balance in public member appointments.

• Transfers the Commission on Uniform State Laws to the Legislative Counsel Bureau and eliminates the Technology Services Board, requiring the Secretary of California Technology to submit proposed rates directly to the Director of Finance for approval.

• Restructures the Fair Employment and Housing Commission into a Fair Employment and Housing Council within the Department of Fair Employment and Housing, consolidating complaint investigation and prosecution functions into the department while making changes operative January 1, 2013.

• Abolishes the Division of Labor Statistics and Research, transferring its duties to the Division of Occupational Safety and Health and Division of Labor Standards Enforcement, and transfers electrician certification responsibilities to the Division of Labor Standards Enforcement.
