CA SB1039

Eliminates the State and Consumer Services Agency and establishes the Business, Consumer Services, and Housing Agency, effective July 1, 2013.

The new agency comprises the Department of Consumer Affairs, Department of Housing and Community Development, Department of Fair Employment and Housing, Department of Business Oversight, Department of Alcoholic Beverage Control, Alcoholic Beverage Control Appeals Board, California Horse Racing Board, and Alfred E. Alquist Seismic Safety Commission.

Requires the Department of Housing and Community Development, Department of Transportation, and California Transportation Commission to coordinate state housing and transportation policies and programs.

Makes conforming changes to existing law to effectuate Governor's Reorganization Plan No. 2 of 2012, with this bill's provisions taking precedence over the plan regardless of effective dates.

Becomes operative only if Governor's Reorganization Plan No. 2 of 2012 becomes effective.
