Repeals Chapter 1.5 of the Public Resources Code, eliminating the state fire prevention fee previously charged on structures within state responsibility areas.

Removes the requirement for the State Board of Forestry and Fire Protection to collect fire prevention fees not to exceed $150 per structure and the State Board of Equalization's role in fee collection.

Eliminates the State Responsibility Area Fire Prevention Fund and redirects previously collected fees that would have funded fire prevention activities and administrative costs.

Takes effect only upon enactment of Assembly Bill 1500 of the 2011-12 Regular Session.

Declared an urgency statute to take effect immediately upon passage.
