Modifies allocation percentages for Juvenile Justice Subaccount funds from the Local Revenue Fund 2011, reducing the Youthful Offender Block Grant Special Account from 96.015% to 94.481% and increasing the Juvenile Reentry Grant Special Account from 3.085% to 5.519%, effective 2012-13 fiscal year.

Changes CalWORKs Maintenance of Effort Subaccount allocation requirements by removing the condition that funds must be "unexpended and unreserved on the 15th day of the month" and instead requiring allocation of all amounts deposited into the account.

Appropriates $1,000 from the General Fund to the Department of Corrections and Rehabilitation for administrative operations.

Takes effect immediately as a budget-related appropriation bill under California Constitution Article IV, Section 12(e).
