Deletes the annual allowance for coordinated reference service support to library system members and eliminates authorization for library systems to apply for special services program funds.

Repeals the Library of California Act and transitions its board members to the California Library Services Board effective January 1, 2013.

Removes the requirement for library systems to establish an advisory board while maintaining the requirement to establish an administrative council.

Makes the California Library Services Board serve as the State Advisory Council on Libraries to meet federal Library Services and Technology Act requirements.
