• Prohibits junk dealers and recyclers from possessing fire hydrants, fire department connections, manhole covers, or backflow devices without written certification from the owning agency or utility authorizing the sale

• Imposes civil liability on violating dealers for actual damages plus exemplary damages of three times the actual damages, including material value, replacement costs, and labor costs, unless extenuating circumstances exist

• Provides an exemption if a junk dealer unknowingly receives prohibited materials as part of a mixed load and notifies law enforcement by the next business day, with written confirmation relieving them of liability

• Does not create liability for junk dealers or recyclers to third parties injured or damaged by theft of these materials
