Establishes a "Silver Alert" system for missing persons aged 65 and older, similar to existing Amber Alert procedures for children.

Requires law enforcement agencies to request the California Highway Patrol activate a Silver Alert when a missing senior meets specified criteria, including unexplained circumstances and danger to the person.

Directs the California Highway Patrol to issue be-on-the-lookout alerts, Emergency Digital Information Service messages, or electronic flyers upon Silver Alert activation.

Encourages but does not require radio, television, and cable/satellite systems to cooperate in disseminating Silver Alert information to the public.

Sunsets the Silver Alert program on January 1, 2016, unless extended by later legislation.
