Renames the Chief of the Office of Protective Services to Director of Protective Services and requires the position holder to be an experienced law enforcement officer with management certification, appointed by the Secretary of California Health and Human Services.

Requires the State Department of Developmental Services to report unexpected/suspicious deaths, sexual assaults by staff, and physical abuse involving staff at developmental centers to a designated protection and advocacy agency within one business day.

Requires the State Department of State Hospitals to report the same categories of incidents involving state mental hospital residents to the protection and advocacy agency within one business day.

Mandates that employees of the State Department of Developmental Services immediately report suspected abuse to the Office of Protective Services or local law enforcement, making failure to report a misdemeanor punishable by up to six months in county jail and/or up to $1,000 fine.

Requires developmental centers to immediately report deaths, sexual assaults, assaults with deadly weapons, and injuries of undetermined cause to local law enforcement, with written reports due within two working days if initially reported by phone.
