CA SB1053

Establishes the California Digital Open Source Library administered by California State University in coordination with California Community Colleges to provide free or low-cost open source textbooks and course materials to students, faculty, and staff.

Requires all materials in the library to use creative commons attribution licenses allowing use, distribution, and derivative works while crediting original authors.

Directs public postsecondary segments to assist faculty in selecting lower-cost open source textbooks and related teaching tools, with no mandate for faculty use of specific materials.

Becomes operative only if funding is provided through the Budget Act, other state statute, federal funds, or private funds.

Operative contingent on Senate Bill 1052 becoming operative by January 1, 2013 to establish the California Open Education Resources Council.
