Extends the response time for state approval of oil and gas drilling notices from 10 working days to 15 working days.

Requires well operators to provide written notice at least 20 calendar days before drilling to surface property owners and occupants within 300 feet of the wellhead, local municipalities, and regional water quality control boards.

Requires well operators to provide notice at least 30 calendar days before hydraulic fracturing operations to affected property owners, occupants within 300 feet of the wellhead and horizontal well projections, municipalities, and regional water quality control boards.

Mandates that well drilling histories include the time period during which hydraulic fracturing treatments are performed.

Requires the state oil and gas supervisor to submit annual reports to the Legislature beginning January 1, 2014, describing notices received and data aggregated by municipality and district.
