Repeals existing provisions that permanently ban individuals convicted of drug-related felonies from receiving CalWORKs (California Work Opportunity and Responsibility to Kids) benefits.

Makes persons convicted of drug-related felonies eligible for CalWORKs benefits if they complete, participate in, are enrolled in, or are on a waiting list for a government-recognized drug treatment program, or provide other evidence that illegal drug use has ceased.

Requires the Department of Social Services to adopt regulations implementing these changes by October 1, 2014, initially allowing implementation through all-county letters.

Repeals Section 17012.5, which made individuals ineligible for non-health-care benefits under related programs if they were drug-felony convicts.

Excludes state General Fund appropriations from being used to implement this act, placing costs on counties as a state-mandated local program.
