Appropriates $624,671.86 from the General Fund to the California Victim Compensation and Government Claims Board to pay accepted claims.

Distributes funds across multiple budget accounts including $593,372.28 from the General Fund and smaller amounts from six other specified Budget Act items totaling $31,299.58.

Authorizes the Controller to transfer surcharges and filing fees from identified budget items to Item 1870-001-0001 of the 2012 Budget Act, not to exceed cumulative totals authorized under Government Code Section 905.2.

Requires the board to report recovered amounts to the Department of Finance within 90 days of enactment.

Takes effect immediately as an urgency statute to settle state claims and reduce hardship to claimants.
