Raises the competitive bidding threshold from $10,000 to $100,000 for Golden Empire Transit District's purchases of supplies, equipment, and materials.

Allows both Golden Empire Transit District and Sacramento Regional Transit District to award contracts to the lowest responsible bidder or the responsible bidder offering best value (defined as overall combination of quality, price, and other proposal elements).

Requires Golden Empire Transit District to publish bid notices at least once in a newspaper of general circulation and on the district's procurement website, removing the previous requirement for fuel purchases exceeding $15,000.

Mandates both districts obtain a minimum of three written or oral quotations for purchases exceeding $2,500-$3,000 but not exceeding $100,000, to the extent practicable.

Exempts the state from reimbursing local agencies for costs since the authority for this program was requested by the local agencies themselves.
