CA SB1070

Establishes the Career Technical Education Pathways Program through June 30, 2015, requiring the California Community Colleges Chancellor and Superintendent of Public Instruction to jointly administer contracts and competitive grants for career technical education initiatives.

Requires grantees to improve linkages between high schools and community colleges, align curricula with high-need industries, promote business partnerships, and expand internship and work-based learning opportunities for middle and high school students.

Mandates annual outcome-based data reporting on student success metrics including graduation rates, college eligibility, certificate attainment, wages, and direct transitions to postsecondary education, with reports submitted to the Governor and Legislature by March 1 each year.

Allows community college districts to enroll non-resident high school pupils in Career Technical Education Pathways Program courses without geographic restrictions.

Requires the Chancellor and Superintendent to submit an implementation strategy and annual expenditure plan to Legislature and Department of Finance at least 30 days before implementation; program is operative only if funds are appropriated expressly for this purpose.
