Enacts the Uniform Electronic Legal Material Act to establish official designation, authentication, and preservation standards for California legal materials in electronic form.

Designates the Legislative Counsel Bureau as the official publisher responsible for electronic legal materials including the California Constitution, state statutes, and California Codes.

Requires the official publisher to authenticate electronic records so users can verify they are unaltered, with authenticated records presumed to be accurate copies.

Mandates preservation and security of electronic legal materials including backup, disaster recovery, and ensuring continuing usability and public access.

Becomes operative on July 1, 2015 and applies to legal materials first published electronically on or after that date.
