Authorizes the Department of Parks and Recreation to assist park districts and units in establishing up to 10 innovation working groups in 2013, with an additional 10 per year through 2014, to develop innovative revenue proposals.

Requires the department to consider specified revenue-generation methods including regional park passes, cooperative ventures with county parks, tax return checkoff options, concessionaire contract reviews, toll pass integration, credit card payment systems, and revenue-generating events at historical buildings.

Allows district superintendents or park managers to establish community advisory boards of up to 6 members and 6 alternates to provide input on innovative revenue proposals for their parks or districts.

Requires innovation working groups to develop revenue proposals outlining ways parks can become more self-sustainable, increase visitation, and generate new revenues, and to post pending and approved proposals on the department's website.

Section expires January 1, 2020, unless extended by later-enacted legislation.
