Requires applicants for address confidentiality programs (for domestic violence, stalking, and reproductive health care workers and patients) to be domiciled in California at the time of application.

Authorizes minor program participants who reach 18 years of age to renew their certification as adults following Secretary of State renewal procedures.

Permits Secretary of State to refuse renewal of certification if an adult participant or parent/guardian of a minor or incapacitated person has abandoned their California domicile.

Authorizes Secretary of State's office to refuse to handle or forward packages for program participants, while continuing to forward first-class mail and government agency mail.

Establishes that minor participants reaching 18 must renew within 60 days or face termination, and clarifies termination procedures with 30-day appeal rights for participants.
