Prohibits public schools from denying enrollment or readmission to pupils solely based on contact with the juvenile justice system.

Specifies that prohibited bases for denial include arrest, adjudication by juvenile court, probation supervision, or detention in juvenile facilities.

Requires school districts and county offices of education to accept and transfer full or partial coursework completed by pupils at public schools, juvenile court schools, or nonpublic nonsectarian schools.

Requires school districts to issue diplomas to pupils who complete graduation requirements while detained, either from the school last attended before detention or through the county superintendent of schools.
