Expands wholesale drug purchasing authority to outpatient settings and ambulatory surgical centers (in addition to existing surgical clinics), subject to the same regulatory requirements.

Removes the requirement that surgical clinics obtain a board license to operate, but limits board inspection authority to only licensed clinics.

Requires accreditation agencies to report deficiencies and corrective actions to the California State Board of Pharmacy for outpatient settings licensed to purchase drugs at wholesale.

Requires accreditation agencies to notify the State Board of Pharmacy within 24 hours if a licensed outpatient setting receives a reprimand, has accreditation suspended or revoked, or is placed on probation.

Limits drug dispensing at clinics to pain and nausea control medications in amounts not exceeding 72 hours' supply and drugs for direct patient administration under physician direction.
