Regulations and orders of repeal filed with the Secretary of State become effective on quarterly dates (January 1, April 1, July 1, or October 1) rather than 30 days after filing, with exceptions for statutes specifying effective dates, Fish and Game Commission regulations, and federal conformity requirements.

State agencies must post regulations on their Internet websites within 15 days of filing with the Secretary of State and maintain them for at least six months, then send the website link to the Office of Administrative Law within five days.

The Office of Administrative Law must provide on its website a list of and links to all regulations filed with the Secretary of State that are pending effectiveness.

Updates definitions and safety standards for public wading pools, including terminology for suction outlets and ANSI/APSP performance standards, and clarifies retrofit timelines for existing pools.
