CA SB1102

Requires the Department of Transportation to report annually beginning November 15, 2014 on the difference between original commission allocations and actual construction capital and support costs for completed state transportation improvement program projects.

Requires the California Transportation Commission to allocate construction support costs for projects in the state transportation improvement program at the same time as construction capital costs, beginning January 1, 2013.

Requires a supplemental project allocation request for interregional and regional projects with construction support costs equal to or greater than 120% of the amount originally allocated.

Revises county share formulas to include right-of-way support costs in calculations of funds distributed to counties for regional transportation projects.

Expands annual budget reporting requirements for the Department of Transportation to include detailed information on capital outlay support workload, staffing needs, project costs, and project milestones.
