CA SB1105

Requires the Workers' Compensation Appeals Board to allow liens for loss-of-time benefits paid by self-insured employee welfare benefit plans, defined as employer or employee organization-maintained plans providing medical, surgical, hospital care or benefits for sickness, accident, disability, death, or unemployment.

Establishes that self-insured employee welfare benefit plan benefits shall be determined notwithstanding the official medical fee schedule adopted under Section 5307.1.

Limits liens for loss-of-time benefits to cases where the group disability policy or self-insured employee welfare benefit plan includes provisions for reduction, exclusion, or coordination of benefits on account of workers' compensation benefits.

Contains a conditional operative provision that Section 1.5 becomes operative only if both SB 1105 and SB 863 are enacted and effective on or before January 1, 2013, with SB 1105 enacted last, in which case Section 1 does not become operative.
