State Department of Education must review and analyze reclassification criteria, policies, and practices used by a diverse sampling of school districts to determine when English learners are ready to transition to English-proficient classrooms by January 1, 2014.

Department must consult with parents of English learners, assessment experts, teachers, school administrators, and researchers to develop a study design and examine reclassification practices against the four state criteria.

Department must analyze English language proficiency data, reclassification rates, and academic performance of students after reclassification to identify best practices and recommend any necessary statutory or regulatory changes.

Department must issue a report by January 1, 2014 with findings and recommendations, and provide an updated report by January 1, 2017 reflecting changes from adoption of Common Core and English language development standards.

Implementation is contingent on appropriation of federal or state funds or availability of private funding.
