Requires the Superintendent of Public Instruction to develop an English Learner Master Plan by January 1, 2014, to expand state support services for establishing and sustaining language instruction programs for English learner pupils.

Mandates the Superintendent to consult with educators, administrators, parents, and experts in English learner education while considering educational research, best practices, and alignment of state resources with local agency needs.

Specifies the Master Plan must address federal funding efficiency, identification and reclassification methods, differentiated instruction, transition to common core standards, support for long-term English learners, college and career readiness, professional development, and parent engagement.

Requires the Superintendent to report to the Legislature and State Board of Education by July 1, 2014, including recommendations for statutory, regulatory, or administrative changes needed to implement the Master Plan.

Repeals the reporting requirement on July 1, 2018, pursuant to the California Government Code's automatic repeal provisions.
