Adds Section 18006 to the Government Code requiring the Department of Human Resources to address salary compaction and parity concerns when determining salaries for supervisory and managerial employees.

Requires the Department of Human Resources to provide the Legislature with existing data on salary determinations, including all salary compaction and parity determinations for supervisory and managerial employees, when revenues do not allow implementation of salary increases for excluded and exempt employees in a given year.

Conforms the Government Code to the 2011 Governor's Reorganization Plan by transferring personnel administration functions from the Department of Personnel Administration to the Department of Human Resources.
