Adds Section 53757 to the Government Code to prohibit agencies from being obligated to provide subsidies to cure funding deficiencies for property-related services (water, sewer, refuse collection) if specified conditions are met.

Agencies are not required to subsidize services when their governing board proposes fee or charge increases complying with California Constitution requirements and either a majority of parcel owners protest or voters reject the proposal.

Agencies are not required to subsidize services if property-related fees complying with constitutional requirements are reduced or repealed by voters through an initiative.

The prohibition on subsidies does not apply if the agency's governing board had agreed to subsidize services before completion of a majority protest proceeding or election.

Establishes detailed requirements for "full compliance" with constitutional property-related fee provisions, including that revenues match costs, fees are proportional, services are actually used or available, and property owners receive written notice with hearings.
