Requires the Public Utilities Commission to direct electrical corporations to collectively procure at least 250 megawatts of cumulative rated generating capacity from bioenergy projects commencing operation on or after June 1, 2013, in addition to the existing 750 megawatt statewide cap.

Allocates the 250 megawatts among three bioenergy categories: 110 megawatts for biogas from wastewater treatment and organic waste; 90 megawatts for dairy and agricultural bioenergy; and 50 megawatts for bioenergy from sustainable forest management byproducts.

Requires electrical corporations to develop standard contract terms and streamlined contracting processes that reflect operational characteristics of bioenergy projects.

Authorizes the commission to encourage gas and electrical corporations to develop programs and services facilitating in-state biogas development for multiple purposes.

Permits the commission to reallocate the 250 megawatts among categories if it determines the initial allocations are inappropriate, after consulting with specified state agencies.
