Authorizes three specific cemetery districts (Cottonwood Cemetery District and Anderson Cemetery District in Shasta County, and Silveyville Cemetery District in Solano County) to inter nonresidents and non-property taxpayers in their cemeteries under specified conditions

Limits interments to a total of 400 per district with a maximum of 40 interments per calendar year per district

Requires districts to have adequate cemetery space for the foreseeable future, maintain an endowment care fund with minimum contributions per interment, and charge nonresident fees

Declares that a special law is necessary for these three districts due to unique circumstances that cannot be addressed by general law
