• Transfers mental health functions from the State Department of Mental Health to the State Department of Health Care Services and the Office of Statewide Health Planning and Development.

• Requires the Governor or Director of Health Care Services to appoint a Deputy Director of Mental Health and Substance Use Disorder Services, subject to Senate confirmation.

• Requires counties to develop and submit three-year program and expenditure plans (with annual updates) to the Mental Health Services Oversight and Accountability Commission, certified by the county mental health director and county auditor-controller.

• Expands the Mental Health Services Oversight and Accountability Commission's duties to include providing technical assistance and developing a comprehensive joint plan for coordinated evaluation of client outcomes, led by the California Health and Human Services Agency.

• Establishes requirements for innovative programs in county plans to address underserved populations, improve service quality, promote collaboration, and increase access to services.
