Expands the definition of "full time" for community college instructors employed in adult education programs to 875 instructional hours per school year, effective July 1, 2013.

Requires collective bargaining agreements and employment agreements for community college part-time and adult education instructors to specify the number of hours of creditable service that equal "full time" and to reference this section.

Mandates community college districts submit copies of collective bargaining agreements and employment agreements to the State Teachers' Retirement System electronically by July 1 each year or upon the agreement's effective date, whichever is later.

Maintains existing minimum standards for full-time service in prekindergarten through grade 12 (175 days or 1,050 hours per year) and for community college counselors and librarians (175 days or 1,050 hours per year).

Allows school districts, county offices of education, and charter schools to reduce full-time minimum standards proportionally if they reduce instructional days for fiscal years 2012-13 or 2013-14.
