Requires the Department of Water Resources to make well completion reports publicly available upon request, reversing previous prohibition on public access.

Department must provide disclaimers stating that report information varies in accuracy and completeness, is provided without warranty, may require professional interpretation, and use is at the user's own risk.

Department may charge a fee to recover reasonable costs of providing reports, including costs of promulgating implementing regulations.

Department must redact the well owner's name and address from reports before release and comply with the Information Practices Act of 1977.

Requesters must provide their name, address, government-issued identification number (from vehicle code ID, driver's license, or passport), and reason for the request on a department form; department must retain request forms for five years.
