SB 1148 Summary

• Establishes permanent conservation and mitigation banking program with department approval requirements, application fees ($1,500-$25,000), and dedicated funding account within Fish and Game Preservation Fund

• Requires Fish and Game Commission to adjust hunting and fishing license fees to fully recover reasonable administrative and implementation costs of department and commission

• Strengthens wild and heritage trout program by requiring department to update Strategic Plan for Trout Management every five years, prepare trout management plans for wild trout waters, and form strategic trout management team by January 1, 2014

• Requires all recreationally stocked trout be sterile through triploidy or other means, with exceptions for brood stock and native species recovery; prioritizes stocking native hatchery-produced species

• Appropriates $1,000,000 from Hatchery and Inland Fisheries Fund for state hatchery facility improvements and establishes hatchery production goal of 2.75 pounds of released trout per sport fishing license sold
