Creates the Bay Area Regional Commission to oversee regional coordination among the Metropolitan Transportation Commission, Bay Area Toll Authority, Bay Area Air Quality Management District, San Francisco Bay Conservation and Development Commission, and Association of Bay Area Governments.

Transfers powers and funding of the joint policy committee to the new commission; requires regional entities to continue funding at 2012-13 levels adjusted annually for inflation.

Requires the commission to consolidate common administrative functions (personnel, budget, legal services, procurement, etc.) among regional entities with a final reorganization plan due by June 30, 2016.

Establishes commission responsibilities for reviewing and ensuring consistency of regional plans with Senate Bill 375 greenhouse gas reduction requirements and developing a 20-year regional economic development strategy by December 31, 2015.

Requires the commission to adopt public outreach policies by October 31, 2015, and restricts toll revenue investments and management consistent with bond covenants.
