Requires publishers and manufacturers offering printed instructional materials in digital format to charge the same or lower price for the digital version compared to the printed version.

Mandates publishers and manufacturers of printed supplemental instructional materials provide equivalent digital formats at the same cost or lower than printed materials.

Allows school districts to create districtwide online digital databases using purchased digital instructional materials for classroom use, subject to mutually agreed-upon security systems with publishers.

Exempts small publishers and manufacturers (independently owned with 100 or fewer employees and average annual gross receipts of $10 million or less) from these requirements.

Becomes operative only if Assembly Bill 1790 of the 2011-12 Regular Session is enacted and takes effect.
