Temporarily exempts motortruck and two-trailer combinations up to 75 feet in length in San Benito County until January 1, 2018, if used exclusively to transport agricultural products from field to first handling point (not exceeding 80 miles each direction) or to designated truck routes (not exceeding 15 miles each direction).

Requires exempted vehicles to operate at speeds not exceeding 50 miles per hour, avoid national network routes, and successfully complete quarterly commercial vehicle safety alliance inspections by the California Highway Patrol.

Mandates agricultural entities develop safe routing techniques in consultation with the California Highway Patrol before operating under this exemption.

Requires the California Highway Patrol to study the exemption's effect on public safety and report findings to the Legislature and Governor by April 1, 2014.

Applies only to San Benito County and its cities upon adoption of the exemption by county board of supervisors or city council resolution or ordinance; exemption sunsets and the permanent statute takes effect January 1, 2018.
