Eliminates outdated exceptions to telegraph/telephone service requirements, retaining only the exception when charges for message transmission or delivery have not been paid or tendered.

Prohibits governmental entities and communications service providers from interrupting service to protect public safety or prevent illegal use except by court order from a judicial officer, with specific findings of probable cause and irreparable danger.

Allows emergency interruption of communications service without a court order only in extreme circumstances, requiring the governmental entity to apply for a court order within six hours and provide written notice of intent to the service provider.

Permits designated peace officers to order cutting, rerouting, or diverting of communications lines in hostage or barricading situations under Penal Code Section 633.8, with after-the-fact court authorization requirements.

Provides complete liability protection to communications service providers acting in good faith reliance on judicial orders, statements of intent, or authorized peace officer requests to interrupt service.
