CA SB1165

Adds school districts, county offices of education, and community college districts to the definition of "customer" eligible to apply for intervenor compensation before the Public Utilities Commission.

Allows these educational entities to receive compensation for reasonable advocate's fees, expert witness fees, and other reasonable costs incurred when participating in Public Utilities Commission proceedings.

Compensation eligibility is based on whether the customer demonstrates significant financial hardship and makes a substantial contribution to the commission's decision.

Removes previous provisions related to licensing authority hearing procedures that were in an earlier version of the bill.
