Authorizes nonprofit organizations designated by the Department of Fish and Game to retain a vendor fee of 2% from fundraising tag sales for deer, elk, antelope, and bighorn sheep.

Requires all revenues from big game tag sales (antelope, elk, deer, wild pigs, bears, and bighorn sheep) to be deposited into the Big Game Management Account, except for the 2% vendor fee retained by authorized nonprofits.

Establishes legislative findings regarding the economic importance of wildlife-dependent recreation in California, noting that 7.4 million residents and nonresidents participated in such activities and spent $8 billion in 2006.

Permits the department to make grants, reimburse, or contract with nonprofit organizations to carry out big game management and habitat conservation projects using funds from the Big Game Management Account.

Requires an advisory committee including nonprofit organization representatives to review and comment on all proposed projects and expenditures from the Big Game Management Account.
